Off-mains wastewater management specialist Hutchinson Environmental Solutions has been appointed to protect water bodies and boost housebuilding by replacing small underperforming septic tanks across Cumbria.

The Nutrient Neutrality Northwest Partnership has appointed Our Rivers – a joint venture between Hutchinson Environmental Solutions and Nutrient Neutral – for the delivery of its Package Treatment Plant (PTP) Replacement Programme in the area.

Under the scheme, Our Rivers will upgrade small outdated or underperforming private wastewater systems, such as septic tanks and small treatment plants.

This upgrading process generates nutrient neutrality credits, which can be purchased by housebuilders to offset the nutrient impact of their new developments, ensuring that the developments do not increase the overall nutrient load in sensitive water bodies.

The Partnership hopes this will help unlock stalled planning applications in Cumbria.

Paul Usher, Technical Manager at Hutchinson Environmental Solutions – part of the CSG Group – said:

“We are delighted to have been appointed as an approved contractor for this exciting project, working in conjunction with Nutrient Neutral under the umbrella of Our Rivers, after a competitive tender process.”

“Upgrading private wastewater systems will help reduce the amount of phosphorus entering local watercourses, producing benefits for ecological health in protected habitats.”

“With more than 50 years of experience in off-mains wastewater management, we believe we can make a significant impact in this region.”

Nutrient neutrality is a planning policy requiring new developments not to increase nutrient pollution in designated sensitive areas, particularly those with protected habitats like rivers and wetlands.

This means developers must demonstrate that their projects will not add to existing nutrient burdens in these areas, primarily through wastewater discharge. To achieve nutrient neutrality, developers often need to implement mitigation measures, such as creating or restoring wetlands or buffer zones, or purchasing nutrient credits from other projects.

The programme forms a key part of The Nutrient Neutrality Northwest Partnership’s wider mitigation measures under the Nutrient Neutrality initiative in Cumbria, which is being delivered using some of the £16.4 million funding awarded to the Partnership from the Government’s Local Nutrient Mitigation Fund.

Our Rivers has already commenced work and will be carrying out its own community engagement events in the coming weeks.

If you live in one of the 4 Nutrient Neutral river catchments in Cumbria – that’s the Eden, the Kent, Esthwaite and Derwent/Bassenthwaite – and you’d like to know more about how to get your septic tank or old package sewage treatment plant upgraded free-of-charge, please register your interest at www.ourrivers.co.uk and one of our team will be in touch.

Park Leisure owns and operates 11 holiday home parks throughout the UK, in stunning country and coastal locations with facilities and standards of service of the highest quality. Park Leisure chose Hutchinson Environmental Solutions to support their business from the very beginning with wastewater treatment system design, supply, installation and maintenance and the two companies have enjoyed a successful relationship for the past 20 years.

Nestled amongst 65 acres of park land on the idyllic isle of Anglesey, and with stunning views of Snowdonia, Park Leisure’s 500 lodge Plas Coch holiday park is perfectly situated to discover the beauty of North Wales. In order for guests to be able to enjoy their downtime in the midst of that beauty Park Leisures management know that their infrastructure and on-site systems must be both well-designed and well-maintained. So when the time came to replace the failing sewage treatment system, trusted partner Hutchinson was called in once again.

Working alongside the park’s local and national teams and Northpoint Consulting, it took 12 months to bring all aspects of the on-paper design together for approval before ground was broken. Once started on site, it took only 8 weeks to remove the existing system and install the new package pump station and wastewater treatment plant in the same location, all the while keeping the park operational and working through the Covid pandemic.

The project was completed and delivered on time, to the agreed plan and to the agreed budget.

Says Heidi Beattie, Property Director with Park Leisure:

“Our customers visit Plas Coch to relax and unwind in our beautiful and extensive park, enjoying the facilities on offer. The last thing they want to be aware of is the day-to-day infrastructure that allows the park to operate so, for us, having a reliable partner to maintain this is absolutely vital.

When it came to installing the replacement package sewage treatment plant at Plas Coch, the Hutchinson team was the obvious choice. Every detail was taken care of, enabling the work to be done quickly, efficiently and most importantly with no disruption to our valued customers.”

Having designed, supplied and installed them, the pump station and treatment plant will be maintained by Hutchinson to ensure their effective and reliable operation so that guests can continue to enjoy the park’s restaurants and spa facilities and the wider local environment.

Although Hutchinson deals with off-mains wastewater treatment, we do have an interest in how water and wastewater treatment companies perform. Wesupply and install raw sewage pump stations and mains that take our customers’ wastewater to those municipal treatment plants but our greater interest is because of how what they do influences the behaviour of others who discharge treated wastewater in to the environment. And, to be blunt, this is great news – not for the environment, of course, but because it makes polluters sit up and take notice.

We come across new sites every day where poorly treated and untreated sewage is being discharged in to the environment. Recently we’ve been seeing lots of septic tanks serving single- or small groups of houses, due to imminent the “2020 regulation” in England and Wales, to be told – often proudly – by the property owners that “We’ve been here 30-odd years and we’ve never had it emptied, it’s never been a problem!” and “The tank’s not causing any damage, why all this fuss over nothing?”

Well, the “fuss” isn’t over nothing and just because your drains have never backed up doesn’t mean that your wastewater system is problem-free. I’m sure that many of Southern Water’s customers’ drains never backed up, and the “fuss” is to do with not polluting the environment and not causing public health issues, as Southern Water knew all along and for which the company has now rightly been punished.

Being off-mains often means living in the countryside, sometimes within earshot of a stream or within sight of a mountain with a lake at its foot, or surrounded by rolling farmland but, wherever it is, we all have a duty to protect and preserve that environment, if not for our own continued benefit then certainly for the benefit of others and future generations. If you or your children like a swim in a lake or a paddle in a stream at the weekend or on your holidays, have a think about what’s been put into that water further upstream. If you own a hotel or a caravan park or camp site and want people to continue to stay with your business because of the beauty of the surroundings then think about how you treat your wastewater is impacting that beauty – or to put it more bluntly for some whose only measure of value is monetary, how your lack of responsibility is impacting your future income stream.

“Ofwat found that Southern Water failed to operate a number of wastewater treatments works properly, including by not making the necessary investment which led to equipment failures and spills of wastewater into the environment.”

““Today’s announcement should also serve as a reminder to all other companies about the gravity of their responsibilities to society and the environment and that we will take action if they neglect them.”

If you have off-mains wastewater treatment plant (and that includes a septic tank and a drainage field) you are an operator and you should make the necessary investment to avoid equipment failures in order to avoid discharging poorly treated wastewater in to the environment – or putmore honestly, polluting that environment. You may be beyond the reach of Ofwat but the Environment Agency said in a statement following the announcement “We are pursuing our own criminal investigation into Southern Water due to suspected permit breaches at a number of its sites.”

We are so frequently contacted by people who are either selling a property or buying one and have been advised – rightly so – by their solicitors to “have a survey done” on the “septic tank” that we’ve put together the following list of questions to help you.

It’s very easy for solicitors to say “have the septic tank surveyed” but, unlike a house, practically nothing of the sewage treatment system can be seen above ground. A septic tank is always full to the level of the outlet pipe, so the internal structure cannot be seen unless the tank is empty. If the septic tank is fibreglass or plastic it may not be possible to see into the tank even when it’s empty because of internal baffles or a long extension neck. The treatment/drainage field that should come after the septic tank is underground, so to see its condition it has to be CCTV-ed. Unless there is an access point like a manhole or a rodding eye then you have to dig and break in to the tail drain leading to the treatment/drainage field. It may not be possible to CCTV the whole system as the CCTV camera head cannot be steered down one side or the other of any junction – it goes where it goes.

Before spending money emptying the septic tank, breaking in to the treatment/drainage field pipework and CCTV-ing it, all of which might cost £1000 or so plus VAT, getting the answers to the following questions from the property’s current owners and neighbours will tell you, and us, a lot.

How many properties does the system serve? And how many bedrooms in each property? This will tell us how large any treatment/drainage field should be.

Where is the septic tank and treatment/drainage field located? Or does the septic tank discharge directly to surface water, e.g. a stream? Does anyone have a plan of the system?

On whose land is the system they located?

What are the reported conditions/requirements for access? Then what do the property deeds say about the system, and access for inspection, maintenance and possible replacement?

How old is the septic tank and treatment/drainage field? Who installed it? Are there any records from Building Control regarding the system meeting the Building Regulations of the time?

What is the septic tank made of – brick, blocks, concrete, plastic, GRP? What is the maintenance record like?

How often is the septic tank emptied, when was it last emptied and are copies of the Waste Transfer Notes available showing dates and the volumes taken?

How is the system managed i.e. who decides when to empty the septic tank and how is payment apportioned – informally or formally through management company?

Are there any wells or sensitive environmental areas nearby?

Is there any history of problems especially during wet weather, when either the groundwater sits closer to the surface or rainwater gets into the wastewater treatment system?

Is there any boggy or wet ground downslope of the septic tank? If there is, how much land is available for a new treatment/drainage field? For a 4 bedroom house, at best you’ll need 50m of treatment’drainage field trench and, at worst, over 300m, in 30m lengths side by side by 1-2m between the trenches.

Once you have answers to these questions call us and we can arrange to do a visual inspection when we’re next in the area.
